Mandatory Disclosure of NABERS Ratings for Office Buildings
The project assessed the market characteristics and the cost-benefits for the mandatory disclosure of the National Australasian Built Environment Rating System (NABERS) in New Zealand. The NZ Government is considering implementing a scheme that is similar to the Australian Commercial Buildings Disclosure (CBD) for offices. The cost-benefits from different perspectives were calculated under a range of scenarios, including scope of coverage, timing of disclosure and program effectiveness. This project was conducted under sub-contract to Energy Action.
