Cost Benefit Analysis and Policy Advice for Domestic Hot Water Heating

A cost benefit analysis of government intervention options for improving hot water systems efficiency.

The report assessed the costs and benefits of options to improve the efficiency of hot water systems and reduce greenhouse gas (GHG) emissions. Details provided included technical advice, energy modelling and policy advice on the range of options, including a GHG emission performance standard. The project involved quantifying the nature and extent of the problem. The scope included reviewing the proposed performance standard so that it is appropriate to the Victorian context, modelling the costs and benefits of the options against a base case and undertaking a competition assessment. The final report was prepared to be easily integrated into a Regulatory Impact Statement without significant amendment.
