Review of Approved and Proposed REES Energy Efficiency Activities

The Residential Energy Efficiency Scheme (REES) is a ‘white certificate’ an energy efficiency scheme that provides incentives for South Australian households to achieve greenhouse gas reductions and potentially lower their energy bills. Approved activities are deemed to create certain amounts of energy saving and greenhouse abatement. EnergyConsult was commissioned for two separate projects, to review existing activities as well as an ongoing review of proposed activities.

The initial review of all existing activities under the REES scheme assessed the various contextual factors, trends and changes that influence the take-up of energy efficiency activities in the residential sector in South Australia. EnergyConsult reviewed and determined technical specifications and deemed values for activities, and their cost/benefits.

In the ongoing project (2011-2016) EnergyConsult reviewed all proposed new activities and submissions for inclusion in the REES. This involved reviewing the justification provided to verify that the activity produces consistent and measurable energy/emission savings, and assessing against a range of criteria. If approved, appropriate definitions, specifications and deemed saving values were determined.  Advice was provided on the technical viability of the activities to achieve their claimed savings, the testing of the effectiveness of the activities and the calculations of savings.
